The naxlites were in full sway in North Surguja, it was even unthinkable to move in the area after the sunset and come out from homes before the sunrise. In general they had their presence in the whole range. They used to say, Armed with the scientific teachings of Marx, Engels, Lenin, Stalin and Mao Tsetung we are fully conscious of the tasks expected of us in the present situation and are proud to accept and act in accordance with this historic responsibility. They were fully confident of hosting their "Red flag" in Chhattisgarh. The socio – economic and politico – cultural situations of this place too favored them.

But in the conflict between the state and the naxals, the innocent & poor villagers were the worst sufferers. They were debarred from their basic human right of "breathing with ease" & "comfortable sleep". They were victims from both the sides, the naxalites used to knock their doors in the night and during the safe sunlight of the day they were beaten badly by the police.

The Kalluri era:

Sri S.R.P. Kalluri may be an I.P.S. officer for the state & its officials, but for the poor of this district he proved himself to be a boon. He will be remembered in history of Surguja for his peace building efforts. During his tenure, no civilian was killed or abused, no policeman was killed, and whosoever was killed was an armed naxlite. The Kalluri era though has become a history for us was a glorious one for the peace – builders and the poor. Kalluri at the cost of his life, least caring for his dignity as an I.P.S Officer stepped put of his office to the jungles and found his friend in the villages. In nutshell he made 20 lac people of Surguja sleep with ease and comfort and frustrated the naxal designs of creating a red corridor in Chhattisgarh by blocking their very entry itself.

After Kalluri and I.G. Upadhyaya situations deteriorated day by day

The then I.G. Upadhyaya, who is known for his honesty and immediate arrival after any incident too is a glorious history for us. But after their transfer we received a promote I.P.S. as our I.G., before their transfer even the situation was not so good as we had non IPS and henchman type S.Ps who are caste mates of the Home minister of Chhattisgarh in Korea, Surajpur and Jashpur districts. Where as the central government has clearly instructed the D.G.Ps of the naxal infested states to post only I.P.S. officers as the S.Ps.

The naxals were aware of transfer of both these officers; soon after transfer of Kalluri they killed his in former in Chunchuna Pundag village of Samri area. In this way seven informers were killed by the naxals but I.G. Maravi kept on denying these incidents before the media.

On 02/09/2008 Late Sri Bhuvneshwar Korwa of Bhootahi village was stabbed to death near Sri Madan Soni's home.He was abducted four days before he was murdered in Chunchuna Pundag village of Samari area.

It was ironical on the part of the Police, which:

· Reached the spot after three days.

· Has not confirmed murder of the poor Korwa, who was earlier a naxlite, but the peace mission of Sri Kalluri motivated him and he became a police informer.

· Even after loosing its three Jawans says that they have driven out the naxals.

No protection to witness of naxal cases in Surguja: but available to an accused of 307

Surguja is an exclusive naxal – infested district where a witness in nearly 60 naxal cases named Dheeraj Jaiswal is wandering with out any security. Whereas it is clearly spelled proclamation of the central as well as state governments to defend and provide all possible security to witness of the naxal cases. The Inspector General of Police Surguja Range has provided security to an ex – feudal named Shashi Singh Deo who is having a case of 307 registered against him in Balrampur police station. Crime number is 43/08 and his crime fall under sections 186,353,307,342 & 392 of I.P.C. The name of that fortunate criminal is Shashi Singh Deo. This crime was registered on 11/04/2008.

I.G. through Balrampur S.P. kept on denying every naxal assault:

I.G. Maravi might have underestimated Kalluri's efforts, name of Kalluri was sufficient for intimidating the naxals. I.G. was trying to prove that Kalluri's transfer is not going to make any difference and he along with S.P. Balrampur Sri B.N. Meena were sufficient to keep the naxals out of the state. Whenever any in former used to inform these officers about presence of the naxals in the area, he was reprimanded by these officers to keep silent. They themselves were not ready to admit publicly "that the naxals have entered Surguja".

What happened on 10/11/2008?

On 10/11/2008, Mr. Manoj Singh (Assistant Sub - Inspector) posted in Police Station – Sanawal Police district – Balrampur went Ucharua – Silaju village of the area with seven armed policemen at eleven O'clock in the day time. There they were driven out by the naxals. They communicated this to I.G. Maravi, who while returning from Border meeting at Jharkhand again came to the mentioned area. Here he received bullets. But even after receiving bullets, he was lying. He said that the Police encountered bravely and has killed three naxals; the dead body of two naxals is being brought. But here in Ambikapur, not even a single body was brought.

Had I.G. Maravi not received bullets, he and S.P. Balrampur might have never admitted the entry of the naxlites this time also.
