In Arunachal the Panchsheel policy was in force. So foreigners could not start higher institutions. In Shillong the colleges are very old- you can verify this by visiting Meghalaya. Similarly the Jashpur royalty was educated at colleges in Ranchi.
It is true that the Coorgis and the tribals of Nilgiris (either Todas or the smaller tribes around Gudalur) have not gained from mission institutions. Similarly there are no colleges in Yelagiri, Danishpet. So Venkat is correct about Tamil Nadu hills.
