I am not sure about the context of Benjamin's article. But I broadly
share his views about NGOs. It is not just Dalits who are their cannon
fodder, but anything and everything. Some of the NGOs are no doubt
genuine. But most of them are tricksters. In Chennai I am familiar
with advocates doubling up as activists having consumer action groups,
civil rights groups, and so on getting money from agencies like Ford
Foundation, making foreign trips in the name of the people, and also
fleezing people as litigants. In many cases it is "rags to riches"
story all at my and your cost. I have written about this in some of my
blogs. I am familiar with some of the NGOs in Delhi as well. Some of
them have a religious angle - both Hindu and Christian. But more than
this it is their exploitative dimension which needs to be understood.
In fact NGO is a parallel to globalisation. Both are Siamese twins.
The adage politics is the last refuge of scoundrels can be paraphrased
in the case of NGOs. What they do is also a kind of politics - as
self-seekers.Turning to Benjamin's article, which I remember I had read long ago, I
