Sub:- Harassment to a Tribal Officer by Non Tribal Executives of UCO BANK

at Sambalpur Zone.

I have been posted at UCO BANK Rajgangpur (Main) branch as senior manager, I have been deprived of many legitimate right which is due as per Banks norms and guideline and agreed policies of the bank.I have been harassed by Zonal Manager,UCO BANK Zonal office Sambalpur & Chief manager Sri Lalit Kumar Babu without any valid reason but only because I belongs to Scheduled Tribe officer. Sir, I request your kind intervention to take-up the matter at appropriate level to protect my legitimate right and interest as an office of UCO BANK .

1. That, Special Medical Bills submitted for reimbursement for

(1)Rs.26514.20, (2)Rs.3677.50, (3)Rs.3813.50 and (4) Rs.4283.00

on account cost incurred for medical treatment of my father submitted vide letter No.RO/PAD/45/07-08 dated 10/08/2007 due verification and counter signed by Assistant Manager UCO BANK Sector-5 Rourkela .

Captioned all bills was returned vide zonal office letter No.SAMZ/PAD/BR/MED/65/2007-08 dated 29.08.2007 signed by Chief officer(SPC-1) Sri.K.B.Choudhury sitting reason as under.

1.Bill for Rs.26,514.20 & Rs.3677.50 and Rs.3813.50_ Bills not submitted in time.

2. Bill for Rs.4283/-_ No claim/application for the same.

Prior to this instant undersigned was not aware that special medical bill can be rejected on the above reason. It is regular practice and there are several instance where Special medical bill submitted latter than as mentioned 6 weeks has been reimbursed. But all my bills were returned with a enclosure of circular SAMR/PAD/CIR/50/03-04 DT.1/12/2003 Wherein at mentioned No medical bills which were incurred after 6 weeks from the date of purchase of medicines or resumption of duty by the concerned employee which ever is later, should not be forwarded to us for reimbursement wherein reference of HO circular No.CHO/POS/12/96 dt.15/03/1996 & CHO/PAS/07/2000-01 dt.07/09/2001.Though universal practice for reimbursement of special medical bills are not followed in all zone which is one of the gross violation . In the given instance even if above mentioned old circular might be in force all my medical bill can not be disqualify or be rejected. It is nothing but intentional cause harassment to me being an officer belongs to tribal community and creating confusion to mislead with vested interest.

Captioned bill was resubmitted with request to reconsider vide letter No.Rm/PAD/Niil/07-08 dated 12/10/2007 but again turndown vide Zonal office letter No.SAMR/PAD/Sp.Med/88/2007-08 dated 13/11/2007

Further, once again Captioned bill was resubmitted vide Ref.No.RGP/Zo/PAD/85/07-08 dated 05/02/2008 for reconsideration details of bill as follows after verification and attestation of chief manager Rajgangpur but pending for reimbursement at zonal office Sambalpure.

2.Reimbursement of Conveyance expenses has been held up

i. That, on promotion I was posted as branch manager of UCO BANK Mandar Vidyapith branch at Bhagalpur Division in Bihar State in the years 1991.I was opted for reimbursement of petrol bill under UCO BANK rules option Scheme �B�i.e reimbursement of petrol bill and option letter was sanctioned by Divisional Manager Bhagalpur Division. Basing on that sanction I was availing reimbursement of petrol bill every moth while I was posted at Mandar Vidyap[ith Bhagalpur branch. Sanction letter was kept in my service folleder.

ii. That,Basing on that sanction letter I was also availing reimbursement of conveyance expenses at UCO BANK, South Baoland branch while posted as Assistant Manager,

iii. That, Basing on that sanction letter I was availing reimbursement of conveyance expenses at UCO BANK Dhera branch while I was posted as Assistant Manager Advance.

iv. That,Basing on that sanction letter I was availing reimbursement of conveyance expenses at UCO BANK Rourkela Bazar branch while I was posted as assistant Manager

V. That,Basing on that sanction letter I was availing reimbursement of conveyance expenses of conveyance expenses while I was posted at UCO BANK Jharsuguda as Manager Advance.

Vi. That,Basing on that sanction letter I was availing reimbursement of conveyance expenses of conveyance expenses while I was posted at UCO BANK Rourkela, Sector-5 branch as Branch Manage.

Vii. That, while I submitted my petrol bill at Rajganpur branch after my posting as Senior Manager Chief Manager Sri. Lalit Kumar Babu held up reimbursement and said there is no Sanction letter in this effect, No papers of vehicle for which reimbursement will be given.

Viii. That, It was a utter surprise on part service folder was transferred to captioned branches and reimbursement was done by all branch heads wherever I was posted as second or third officer in command. Requisite paper submitted time to time and filed in the service folder. Service folder is always kept with branch heads. If any branch heads have evil intention there is ample scope to remove any papers from service folder of any officer/employees. Sri Lalit Kumar Babu might have removed all such papers to harass me.

IX. That, declaration of sanction of Scheme �B� for reimbursement of conveyance expenses of Divisional Manger Bhagalpur was there in the service folder and basing on that I was availing reimbursement along with all new set of document submitted to Chief Manager Sri Lalit Kumar Babu with request to reimburse conveyance expenses and use to submit bill for reimbursement but he has kept pending. Several time he use to say today it will be reimbursed and some day while I approached him for reimbursement he said he was busy and he will reimbursed in future date but till date he has not reimbursed any bill submitted since September-2007 till date.

3.That, Sri Lalit Kumar Babu misuse his power and use some unsocial and vested interested customers as a weapon to harass me . Instigate them to misbehave me inside the branch and threaten to beat out side. Brings false allegation misrepresent at higher office and recommends for disciplinary action.

4.That, Sri Lalit Kumar Babu plays active role in trade union being a executive he should not supposed to do . As I am also Regional Secretary of All Orissa UCO BANK Officers Association.Sri Babu utilized rival organization officer to bring false charge and also recommended for disciplinary action against me.

5. That, Sri Lalit Kumar Babu use to misbehave me in the name of tribal and reluctant provide telephone and call his chamber when ever telephone comes from out side. While I asked to provide telephone to the department he said there is no provision to provide telephone to the department tale me where tribal officers or provided telephone only due to reservation you people are in this office and asking for telephone and provide proper chair and table . Act of Sri Lalit Kumar Babu is condemnable .Please intervene in this matter and take proper step to protect our interest.
