Dear Mukul ji,
I am living in USA from last 10 years. I do not have any exact reports and evidences but I know that how our system works. For example, state government in UP, runs Anganbari centers in villages and they were providing food to the students but in the villages if you do not please Village Pradhan then you cannot live over there or run the center. If these village Pradhan were taking that food then they were not eating himself but their cows were eating that food. You also cannot go to police to file report against the Pradhan because police also try to please the Pradhan.
