Dear film and art lovers Johar We are inviting you for a workshop - Modern art form and Tribal world on 3rd May at 2.30 p.m. to 9 p.m. by Mahadev Toppo Venue-International Library and Cultural Center, near Sujata Cinema, Club Road, Ranchi
The main theme of workshop is, how tribal world has been portrayed in various art forms, and how the meaning would be changed when the subject itself becomes the author of the art and the art form, as for instance the great documentary master piece 'Nanook of the North'- what if Nanook would have done this film by himself…. ?
Now Dalit and tribal literature are emerging very forcefully challenging the casteist and racist paradigm. Thanks to contradiction in capitalism in the age of globalization at least--- digital technology is some how available to common people. In this scenario, is there any possibility of emergence of a new language of cinema?
Better cinema – Better world - Mahadev Toppo, Sri Toppo is a well known tribal thinker, poet and actor from Jharkhand. In this work shop he is going to read two feature film – ( Mrigaya- 1976 Director: Mrinal Sen and Aakrosh -1980 Director - Govind Nihalani) besides a documentary film- 'In the Forest hangs a Bridge' 1999, Directed by Sanjay kak . He is also going to talk on the photographs of Bishu Nandi and poetry of Niramal Putul (Santhali poetess)

To both Ghinua and the commissioner, a big 'Shikar' is a game; this is probably why Ghinua reacts like a terrible 'hunter' when the Mahajan tries to steal his wife. He slays him; an avenged man, he brings his 'trophy', to the only man who will understand him, the English 'Bare Raja Babu'. But Ghinua's trust is betrayed and he is handed over to the court by the Commissioner. Ghinua asks the Commissioner why Dora gets five hundred rupees as a 'prize' for killing Shalpu, a person liked by all the villagers and he gets death sentence for killing the Mahajan, who is 'sabse khatarnak, khun-khar janwar'. Even the villagers fail to understand why Imperial Justice sentences Ghinua to be hanged to death.

'In the Forest hangs a Bridge' Dir Sanjay kak India, 1999, 16 mm, 39 min 'In the Forest hangs a Bridge' is a film about the building of a thousand foot suspension bridge by the people of an Adi village, an evocation of the tribal community that makes it possible, and a reflection on the strength and fragility of the idea of community. Located deep in the forest hills of the Siang valley of Arunachal Pradesh, at the north-eastern extremity of India, these elegant structures of cane and bamboo are the distinctive mark of the Adi tribe. Nearly six months of incessant rain in the Siang valley means that the cane and bamboo will eventually rot and fall away, and the bridge needs to be rebuilt every year. In less than three days, a bridge more than a thousand feet long is finished. A day later, we see several hundred men from the village cross to the other side for the annual ritual, as they have for several hundred years.

Foolish Political Petitions Damaging Our Credibility |

Friends, There are perhaps over 1000 Small Political Parties operating in India but due to lack of leadership and competent professional advice causes more harm to polity of India than any good. We failed to achieve anything. What we have got is how much is the wealth generated by a candidate- we don't know what the candidate has done that qualifies him to represent people in parliament or state assembly. Supreme Court order of 2002 has not made Indian government more democratic than before election expenses have shot up many fold. It most scandalous in a democracy – a mediocre and to me idiot appears on television and every website for two years seeking votes even before candidates are selected or nominated. There is no comparison of performance of the government at centre and states. "PIL in SC over Manifesto Promises" It is most stupid of the petitioner to compel political parties to implement poll promises for several reasons. 1. Mostly political parties make "Technically Unsound" and "Economically Unviable" promises. River Linking or Sethu Samudram for example. In all three manifestos BJP promised to build Sethu Samudram project but in between launched a campaign to stop any excavation of the Adams Bridge they call Ram Setu. 2. Menifestos- A Corrupt Practice; Manifestos are basically corrupt practices all promises are frauds on people basically. It the Parliament or Assemblies who approve projects and plans based on technical or social recommendations. Inventor's Strategy Main cause of poor performance and corrupt practices of out political parties is the "Undemocratic Constitution" of our political parties. Peoples Representation Act provides for "Democratic, Secular, Socialist and Allegiance to Constitution of India". A. Defeat Corrupt & Incompetent Candidates. a.) PIL should first enforce "Democratic Constitution" of the political parties with open membership. b.) PIL should seek democratic elections on annual basis for political parties under observation of Election Commission supervision. c.) PIL should insist full time 250 days annual functioning of Parliament and Assemblies. d.) PIL should insist on 75% attendance or 50% of working time in parliament. e.) PIL should insist on Rajya Sabha seats for highly qualified professionals who are not full time politicians and bar a Lok Sabha/ State Assembly loser to enter Rajya Sabha for 6 years. B. Provide Political Alternative I have already provided Constitution of Democratic Party of India which is superior to Democratic Party of USA and more stable than Peoples Party of China. C. Demonstrate Superior Capability It is most important for SPP to demonstrate they have superior skills and are capable of replacing established parties. First family of Congress party is a target for probe. Who will probe first family's billions?
S. Gurumurthy (New Indian Express, 30 April 2009, page 9) When it comes to the topic of funny money stashed in foreign banks, why has the Congress party observed a studied silence over the years, almost always ignoring charges levelled against the Gandhi family? Mrs Antonia Maino (aka Sonia) Gandhi has finally broken her silence on the Indian slush money abroad. She told her party workers in Mangalore on April 27, 2009 that "the Congress was taking steps to address the issue of untaxed Indian money in Swiss banks". The delayed response of the first family of the Congress party, troubled by the issue from the word go, is understandable. But, the Swiss money has already become an electoral issue. That is what has finally forced the family to speak so that the party is not any further seen as being in denial and cynical about the Indian slush funds abroad. It is the family's silence, and the party's denial, that turned the issue into an election agenda. Shorn of the allegations normal in election time, all that L K Advani had said on March 29 was this: 'Mr Prime Minister, vigorously take up the issue of Swiss type secret banking and tax havens in the G20 meeting of April 2'. Had the PM told Advani that that was precisely what he was intending to do, that would have been the end of the BJP effort to make an issue of it. A Congress party, unburdened by its first family's anxieties, would have done precisely that, particularly when elections are round the corner. But neither the PM nor the party officials would dare do that. Why? Read on for the underlying drives. The first family has other, perhaps bigger, reasons to worry, apart from about the Bofors slush money. Two more stunning exposures â" but not as well-known as the Bofors scam " make the first family a target for investigation on slush money. Now on to the heart of the story which has three limbs. FIRST: $2.2 BILLIONS IN RAJIV'S SECRET ACCOUNTS, SAYS SWISS MAGAZINE The shocking exposure came from Switzerland itself. The most popular magazine of Switzerland, Schweizer Illustrierte, [dated November 11, 1991] did an expose of 14 politicians of developing nations who, it said, had stashed their bribes in Swiss banks. The title of the expose in German read Fluchgelder " Die Schweizer Konten der Dictatoren . In English it meant, Curse of money " The Swiss bank accounts of the Dictators . Rajiv Gandhi figured in the expose as one with slush funds in secret accounts. Schweizer Illustrierte is not some rag. It is the Number One Swiss magazine and sells some 2,10,000 copies. Its readership is 9,18,000 â" some 15 per cent of Swiss adults. The magazine had mentioned specific amounts in secret Swiss accounts of different leaders with their pictures alongside. The report under the picture of Rajiv Gandhi, translated into English, read: "2.5 billion francs on the Indian secret accounts in Switzerland" of "Rajiv Gandhi, Indian". Today the amount of 2.5 billion Swiss Francs equals 2.2 billion US Dollars. But as Rajiv was no more by then, it must become the family inheritance. The other leaders captured by the magazine were: Suharto of Indonesia (25.5 billion), Haile Selassie of Ethiopia (22.5 billion), Mobutu of Zaire (6 billion), Shah Pehlvi of Iran (5.7 billion), Saddam Hussein of Iraq (800 million), and Nicolas Ceausescu of Romania (500 million). The figures of slush money mentioned were in milliarden (meaning billions ) units of Swiss Francs. Had Rajiv been alive then, the expose would have caused a political tsunami in India. The number one magazine in Switzerland had made the damning charge that Rajiv Gandhi had left behind slush funds of $2.2 billion and yet the family has kept mum for 18 years now. How could any honest person tolerate such a serious charge? Well, one could say that the family might not have challenged it because it was published in far away Switzerland. But Dr Subramanian Swamy had included the Schweizer Illustrierte expose in his write-up Do You know your Sonia?â in his party, the Janata Party, website, seven years ago, in 2002. It is still on the Party's website. Photocopies of the expose in the Swiss magazine are shown at pages 51 to 53 of Dr Swamy's write-up; also an e-mail from the magazine addressed to Dr Swamy on February 22, 2002 at page 50. The e-mail confirms what the magazine had reported. The e-mail reads: "Dear sir, We refer to your e-mail of April 4, regarding an article in our magazine Schweizer Illustrierte of November 11, 1991. In this article Fluchgelder - Die Schweizer Konten der Dictatoren is Rajiv Gandhi named with tot 2.5 Milliarden CHF on secret accounts. If you want the magazine please indicate the exact address. The Swiss expose also prominently figured in the advertisement that some NRIs had put out in the New York Times to protest against Sonia Gandhi when she visited the US in the year 2007. The Indian National Overseas Congress (INOC) filed a defamation case against the ad, expressly "not to defend itself, but Sonia Gandhi". The New York Supreme Court dismissed the case holding that only Sonia Gandhi, not the INOC, had the locus to sue. But she would not dare sue. Thus, neither in Switzerland where Schweizer Illustrierte exposed Rajiv's secret account with billions 18 years ago in 1991, nor in India where Dr Swamy had put it on his party's website seven years ago in 2002, or in the US where the NRIs had boldly advertised the expose two years ago in 2007, would the Gandhi family challenge the expose. In criminal law the conduct of the accused is an important piece of evidence. What does the family's conduct show here excepting that it has something to hide. SECOND: FAMILY BENEFITED FROM KGB, SAYS BOOK The second expose, Rajiv Gandhi figuring again, is that the first family of the Congress accepted political payoffs from the Russian spy outfit, the KGB. In a highly acclaimed book The State Within a State: The KGB and Its Hold on Russia-Past, Present, and Future by Yevgenia Albats, a journalist on Moscow News and Izvestia, the author writes: âA letter signed by Victor Chebrikov, who replaced Andropov as the KGB head in 1982, noted: the USSR KGB maintains contact with the son of the Premier Minister Rajiv Gandhi (of India). R Gandhi expresses deep gratitude for the benefits accruing to the prime minister's family from the commercial dealings of the firm he controls in co-operation with the Soviet Foreign trade organisations. R Gandhi reports confidentially that a substantial portion of the funds obtained through this channel are used to support the party of R Gandhi. (p223) The author also cites the KGB letter and file reference. In Dr Swamy's write-up on Sonia, KGB's letter in Russian is attached at page 45 and its English translation at pages 43 and 44. The letter says that Rajiv Gandhi himself has admitted that â benefits accrued to the prime minister's family from commercial dealings through Russian co-operation. All major newspapers, The Hindu and Times of India included, had carried the expose on KGB payments. The book State within a State on KGB was published in 1994. Yet, no one from the Gandhi family has challenged it for 15 years now. Dr Swamy had included it in his expose on Sonia on his party's website since 2002. Yet the family has not challenged him or sued him for seven years. It was again made part of the NRI advertisement in New York Times in 2007 when Sonia Gandhi visited the US. Even then only a proxy case was filed to defend Sonia Gandhi's reputation which was promptly saying only Sonia could defend her honour, which she would not. THIRD: BOFORS SLUSH PAYOFF TO â Q" Ottavio Quottrocchi, the star actor in the Bofors scam, is indistinguishable from Sonia's family. His association with the family is as old as Sonia's. Even Sonia Gandhi cannot dispute that Q got the first instalment of $7.3 million out of the total bribe of $36.5 million (Three per cent of the contract value of $1.2 billion) due to his front company for swinging the gun deal for Bofors. The slush money of $7.3 million was traced to Qâs account by the CBI which got it frozen some 20 years ago. But when the law was closing in on Q in early 1990s, the Congress government stealthily allowed him to escape from India. He turned fugitive, but his slush money had continued to remain frozen. Sten Lindstorm, the Swedish police official who investigated the Bofors case for 18 years, wrote an article in 2004, saying that Sonia should be interrogated in the Bofors case, particularly on her family's relations with Q, on who introduced Q to Bofors and why did Bofors pay him for deal with India. This article had appeared in several media in India. Subsequently, the CBI, obviously under pressure, quietly allowed Q to smuggle away his slush money from the frozen account. The UPA was in power then, with Sonia Gandhi as chairperson of the National Advisory Council and also of the UPA. Could this happen unless she had wanted it? She owes an answer to the nation. But, far from answering any question, she asked the media, as early as in 1999, to show evidence against Q, when the most clinching evidence, the loot caught in Q's frozen account, had fixed him conclusively. Yet, she defended him even after the Swiss court once, the Delhi High court twice and the Supreme Court finally held him part of the Bofor's fraud. And now, in the final days of its rule, her government has shamelessly let Q off the hook by removing his name from global red alert. Because of the red alert he was always in danger of being caught and sent to India. Now that's off. This move to free Q seems to be linked to the slush money issue rising in crescendo in this election. It seems to be in the larger interests of the family â" she has to protect 'Q', if he has to protect the family. Otherwise just before elections no government will take the unpopular decision of freeing Q from India's legal net abroad. QED: It does not need a seer to say that the first family of the Congress party is a suspect; a target for probe. Who will probe its billions? Rahul Gandhi has told an election rally in Hyderabad, elect us, we will investigate . If that happens, the suspects will probe themselves! A day of solidarity with NREGA activists and protest against state repression On 14 May 2008, Lalit Mehta was brutally murdered in Palamau District, just as a social audit of NREGA was about to begin in the area. One year later, on 14 May 2009, a public meeting ("aam sabha") will be taking place in Daltonganj to remember Lalit and also to protest against state repression of NREGA activists in Jharkhand and elsewhere. Ever since the Act came into force three years ago, NREGA activists have been a prime target of state repression. In Jharkhand, Lalit Mehta's tragic death was quickly followed by the murder of Kameshwar Yadav, the suicide of Tapas Soren, and a spate of other NREGA-related deaths. Similar incidents have occurred in Assam, Bihar, Madhya Pradesh, Manipur, Orissa, Uttar Pradesh, West Bengal and elsewhere. Hundreds of NREGA activists have also been jailed under false charges or beaten up. The time has come to raise our voice, together, against these human rights violations. As it happens, 14 May 2009 will also be the second anniversary of Binayak Sen's arrest in Raipur. This abuse of power, too, needs to be opposed. You are invited to join this solidarity day. The programme will start around 9.30 am and conclude in the evening with candlelight procession and cultural programme. Please stay for the full duration is possible (simple accommodation will be available in Daltonganj on 14th). Daltonganj can be reached by bus or train from Ranchi, Patna, Varanasi and Allahabad. Has globalisation's impacts felt in the areas of land, water and forests (Jal, Jungle aur Jameen) ? |

Has globalisation affected governance? Were its impacts felt in the areas of land, water and forests? Is Orissa experiencing the ripples of 'globalisation after-shocks' following the industrial renaissance? In order to have a 'deliberation forum' on these issues among civil society partners involved in development process, a state-level consultation on 'Governance failure in Orissa: People's right to land, water and forest' has been held here. The executive director of Pune-based National Centre of Advocacy Studies (NCAS) Amitabh Behar said in fact, a detailed three-year study was conducted earlier in the central adivasi belt comprising regions of Orissa, Jharkhand, Chhattisgarh, Madhya Pradesh, Gujarat and Maharashtra by NCAS and its regional partners. Also some specific studies involving Orissa were done relating to globalisation and its impact which had shown that livelihood options of the common people are being snatched away by these forces and the public ownership of land is being transferred to private hands, he added. The consultation was jointly organised by NCAS, Manav Adhikar Seva Samiti (Mass), Sambalpur, and Network for Social Accountability (NSA), Bhubaneswar.. Ranjan Panda from Mass and Siba Shankar Mohanty from NSA spoke on the adverse impact of market-driven liberalisation policies and how the Government has failed in securing livelihood for the poor and marginalised. Activist Prafulla Samantra said socio-economic justice is interlinked and the right for water, land and forest is not confined to economic rights. While Sanjay Patnaik from the Regional Centre for Development Cooperation pointed out that the consultative process for policy making is almost 'zero' in governance in Orissa and only happens if a donor agency asks for inclusion of a civil society body. Calling for a monitoring of rights and livelihood by panchayati raj institutions, he said there are no 'anchoring agencies'for this. ''On the other hand, some government-backed NGOs are there to work for the system as they enjoy immunity from governance,'' he alleged adding there is a huge gap between the government's forest policies and industrial resolution which has become a 'trap' for the common people. Land rights activist Gadadhar Paradhan said social workers must understand the scope of law and fight for justice. Giving an example of a widow 'Shanti' from Junagarh in Kalahandi, he said people must take the initiative to participate in governance and NGOs must help them to be ready for it. Two booklets published by NCAS — one in Oriya and the other in English — were also released. The Tripura Tribal Areas Autonomous District Council (TTAADC) is an independent council administering the tribal areas of the state of Tripura, India. Its council and assembly are situated in Khumulwng, a town 26 km away from Agartala, the state capital. In the 2005 elections to the TTAADC the Left Front won 24 seats out of the 28 elected seats and the National Socialist Party of Tripura four. The Left Front and NSPT had contested within the framework of an electoral understanding..[1] Formation of TTAADC Tripura Tribal Areas Autonomous District Council (TTAADC) Act 1979 was passed by the Indian parliament after a series of democratic movements launched by the Indigenous people of Tripura, under the provision of the 7th scheduled of the Indian constitution. The principle objective behind setting up the Autonomous District Council is to empower the Indigenous people to govern themselves and also to bring all round developments of the backward people so as to protect and preserve their culture, customs and traditions. But it actually came into being from 18 January 1982 and later it was upgraded under the provision of the 6th schedule to the Indian constitution with effect from the 1 April 1985 by the 49th amendment to the Constitution of India. Total area The total area of the TTAADC is 7,132.56 km²., which covers about 68% of the total area (10,491 km²) of the state. About 70% of land under TTAADC is covered by hilly forest, where as all the plain cultivable land including all the districts and sub-divisional headquarters are outside the preview of TTAADC. Population Total population of 2,757,205 of the State (as per 1991 census) the total population of Scheduled Tribes is 853,920 (30.95%), out of which about 679,720 (79.59%) population are within the TTAADC area. The total population of Tripura was 3,191,168 according to 2001 census. Council of TTAADC The TTAADC is governed by a council which has 30 members. Out of 30 members, 28 members are elected through adult suffrage while 2 members are nominated by the Governor of Tripura.. Out of 28 elected seats, 25 are reserved for Scheduled Tribes. Executive Committee TTAADC has a regular administrative structure. Executive committee comprising of 9 + 1 = 10 members and Chief Executive Officer (CEO) is the head of the administration. Power of District Council Under the Sixth Schedule of the Constitution, the Tripura Tribal Areas Autonomous District Council is vested with two types of Powers. These are 1. Legislative Powers and 2. Executive Powers. The Legislative powers The Legislative Department of the District Council is headed by the Chairman who summons the meeting of the Council time to time in connection with approval of budget, discussion on bills, rules and regulations submitted by the treasury bench and passing of the same thereof. The Council consists of 30 members out of which 28 members are elected by adult franchise and 2 members are nominated by the Governor of Tripura. The Chairman has his own Secretariat headed by the Secretary to the District Council. The Executive powers The Executive Powers are vested with the Executive Committee, which is headed by the Chief Executive Member who is elected from among the Treasury Bench members. The Sixth Schedule to the Constitution of India provides ample powers to the District Council for self-Governance of the tribal population of the state. The District Council has its own powers to appoint its own staff in terms of requirement and appointment rules. The council administration is headed by the Chief Executive Officer and a Deputy Chief Executive Officer of TCS Grade-I and 6 Executive Officers, such as Administration, Finance, Rural Development, Planning, Development and Coordination etc. There are different departments headed by a Principal Officer as the departmental head. The Public Works Department is manned by the Superintending Engineer with 4 Executive Engineers and other field staffs. The Department has also its own set up in the field. The development programme of the Council are presently implemented by the Zonal Development Officers and 37 Sub-Zonal Development Officers within the TTAADC areas.
