What is Nange Paon all about?
There are various views regarding definition of the word "Nange Paon". To first Chief Minister of Chhattisgarh Sri Ajit Jogi, Nange Paon symbolizes social rejection, economic disparities and political exploitation which the poor are subjected to. Our agreement to this statement is cent percent.
Sri Narendra Kumar a policy analyst and initiator of Public Advocacy in North India though consonant with the above stated views helped us identifying our stakeholders. To him the following segments fall under category of Nange Paon:
Women & children.
Victims of corruption who remain untouched by the government schemes.
Labors that are forced to migrate.
Dalit and adivasis.
Cobblers, landless and shelter less.
Beggars and rickshaw pullers.
Sweepers & khalasis.
Non-timber forests produce collectors.
Unheard & un starred by the government.
Unsung by media, society and the politicians.
Why Nange Paon exists?
It is evidently clear that unheard, unsung, un starred and the less fortunate ones who are victims of inequality are constituents of this category. Inequality prevails due to structural defects. If one has to wage a war against inequality an effective battle with the following maladies is imperative:
Inequitable education system which blatantly denies equality of status and opportunity right from the childhood of an individual.
Non implementation of egalitarian laws.
Continuance of practices and traditions which encourage class divisions.
Communalism and casteism.
Corruption.
Ignorance.
Land reforms could not take place properly.
Fatalism.
Archaic laws [Most of the regulatory laws date back to pre independence period]
Biased public transport system [Railways]
Capitalism and feudalism.
Red tapism.
Indifference towards women and children.
Bare-foot voyage of bare-foot pilgrims: In fact this social action is no less than a pilgrimage, a pilgrimage for the rights of the marginalized. Poor but daring youths came forward and showed their solidarity by remaining bare-foot:
The Nange Paon Satyagraha is a social movement which culminated from a social commitment. Mr. Rajesh Singh Sisodia (a child right activist) on12th March 1999, pledged to remain barefoot in order to reflect the situation of barefoot children on one hand and to sensitize government, political parties, N.G.Os and other stakeholders towards deplorable plight of children languishing in vulnerability on the other.
Sri Dinanath Kashi (former district level convener of the Satyagraha of Balrampur Police district) on 20th February 2002 handed over a memorandum to Collector, Surguja in underwear only.
Sri Shiva Prasad Singh (Block development counselor of Lundra block of Surguja district) on 20th July 2004 resolved to remain bare-foot who remained in that position for two months.
Sri Anna Naidu (a young social activist) on 20th April 2005 resolved to remain barefoot, who has completed more than two years in the same position. Ida logically he is with the Bahujan Samaj Party led by Ms.Mayawati.
Sri Ashok Sahu (a merchant of Surajpur in Surguja district) is bare-foot since two years.
Sri Baijnath Rathore (a social activist of Pendra in neighboring Bilaspur district who is bare-foot since many years) joined us during our training program during October, 2006.
Sri Ramdhan Jeevan Ekka (a tribal youth from Kothari village of Pratappur block in Surguja district) resolved to remain bare-foot on 9th August 2007.
Apart from these fellows, some more activists remained bare-foot while our interventions whether it was a meeting or "sit-in". The Nange Paon Satygraha is basically a non- partisan portrayal of human rights and fight against the menace of corruption.
Demands Today
Constitute "Land Commission in Chhattisgarh".
Increase the number of "General Bogies" in trains.
Ensure free, compulsory but equitable education.
With reference to above subject, we hereby intimate you that we shall call for "the Boycott voting Campaign" because of below depicted reasons:
1- In accountable district election office: The district election office of Surguja never responded to any application which sought in formation about the sitting M.L.As. Kindly go through this application, I have not been responded by D.E. Office Surguja.

The undersigned through the RTI applications demanded copies of property statements filed by the M.L.As during the Assembly elections of 2003 vide letter numbers No.6917 dated 24/01/2008 and 7663 dated 18/08/2008.
For your kind perusal their photocopies are also attached with this letter. It is being brought under your notice that the undersigned's Right to in formation has been infringed upon by the in accountable election office.
This might have been under political pressure of the ruling party M.LAs, but it is not the real democracy. How our non transparent, in accountable and irresponsible election office can claim itself to be working for democracy.
You are therefore requested to ensure furnishing of the desired in formations as soon as possible.

2- Corruption among the Vet nary officials:
In the ambitious "bullock pair" distribution scheme of the sitting Raman Singh government the vet nary doctors were involved in corrupt practices. Furthermore, most of the V.E.Os are at a single place since a period of more than five to eight years. Kindly enquire the following complaint:

Subject: Complaint against large scale corruption in distribution of "bullock pairs" in Surguja district during the year 2008 09.
Esteemed Sir,

During the year 2008 09, Surguja district was given target of 5264 bullock pairs so that the poor of this district could improve their living conditions. In the year 2008 09; 400 bullock pairs in Lundra block, 260 in Kusmi,255 in Shankargah,300 in Rajpur,298 in Premnagar,225 in Surajpur,32 in Balrampur,303 in Udaipur and 19 in Ramanujganj have been distributed.
Dr. B.S. Parihar along with his two doctor accomplices has done a lot of corruption. The blocks in which these two doctors are having their presence were given more bullock pairs to distribute. 43 to 46 inch high bullocks were to be distributed but calves which were only 36 to 40 inch high have been distributed by these doctors.
The local newspapers were full of highlighting the irregularities; this act of these three musketeers of your department has brought a bad name to the whole department. They always keep on misguiding the local district administration as well as the directorate of their department.
They were supposed to distribute the bullock pairs through camps, but they did it secretly. Only V.E.Os concerned and contractors were present while distribution.
That old aged, unvaccinated and uncostrated bullock pairs have been distributed.
That cost determination is also erratic. The bullocks which shall cost only Rs.6000/- have been billed at the rate of Rs.7800 to Rs.7900/-.
Now there are some points for a detailed enquiry:
Why only 3 doctors are in committee of 4 to 5 blocks?
Why only 3 doctors are in Health Committee?
Is the poverty level soaring where these three doctors are in Committee? For instance Surajpur & Premnagar are the most prosperous blocks in our district. Where as Balrampur and Ramanujganj blocks in-house poor. Why the priority to poverty & naxal endemic areas was not given by Dr. B.S. Parihar who is on such a responsible post?
Why did Dr. Parihar not deny the allegations inflicted upon his department through the media?
Why any action has not been taken upon Dr. A.K.Singh who openly claims himself to be a congress man and "man of Ramdeo (Ex. Congress MLA and presently candidate from the Lundra legislative constituency in Surguja)?
You are therefore most graciously called upon to enquire the matter yourself. The enquiry should be conducted in presence of the complainant. If justice is not delivered to the recipients of dead bullocks than the undersigned shall be compelled to stage "sit in" before the Raj Bhavan Raipur.

Non I.P.S. superintendents of police:
The central government has clearly instructed the D.G.Ps of the naxal infested states to post only I.P.S. officers as the S.Ps. But here the situation is just reverse in Korea, Surajpur and Jashpur districts. Non IPS and henchman type S.Ps who are caste mates of the Home minster of Chhattisgarh will definitely play a mischief in favor of the ruling B.J.P.
No protection to witness of naxal cases in Surguja:
Surguja is an exclusive naxal infested district where a witness in nearly 60 naxal cases named Dheeraj Jaiswal is wandering with out any security. Whereas it is clearly spelled proclamation of the central as well as state governments to defend and provide all possible security to witness of the naxal cases. The Inspector General of Police Surguja Range has provided security to a feudal who is having a case of 307 registered against him in Balrampur police station. Crime number is 43/08 and his crime fall under sections 186,353,307,342 & 392 of I.P.C. The name of that fortunate criminal is Shashi Singh Deo. This crime was registered on 11/04/2008.
You are therefore most humbly requested to enquire and redress this petition point wise and in case of any failure allow the undersigned to launch "boycott voting campaign".
