Dear Mr. Kumar,

All this time I was hoping to hear from you on what to do with Flood Control & Mgt. in Bihar , particularly Kosi. The worries on this issue can be easily seen in the postings here. I request you to provide the group with minutest of details on how to go about this- I mean about every nut & bolt like

1. whether there should be a discussion across the Table,
2. who should be invited (by name),
3. who should not be invited (by name),
4. what should be the Agenda, 
5. What role you will play,
6. Who should call the Meeting,
7. Where should it be held,
8. Who should host this Meeting,
9. Who should finance the meeting,
10. who should finance the project,
11. Whether NGOs or Social Activists have a role and what are there names, if you have one so that the proper ones certified by you as good people should be called.
12. Pl. let us know about your experience of Flood Mgt.

 Pl. do not get into a hurry because it is a serious matter.

Leave the matter to the Engineers and hydrologists who know best how to deal with a situation, WITHOUT POLITICAL INTERFERENCE!!
 
NGO-s too should keep awayechnical discussions as they do not have anything to contribute to the nuances of flood control.
